Car insurance made involuntarily?

I have a new car insurance policy in June and I had a hail damage and Hit and Run, near the end of June on 30 July there was an accident, another person has committed a mistake when he rammed my car. I reported all these events. -I have an involuntary cancellation of auto insurance, after a few days. They sent me this notice and made it clear to me to deny the right to this commisoner with the state for insurance.
