Insurance claim after a car accident file

Yesterday a guy was on the opposite carriageway to the south, and I was in my lane to the north. I made a left turn, and he argues in his lane and hit me while I was shooting (of course, he is to blame). I filed a complaint with the insurance of 10 minutes after it happened, and I have a witness to. This guy still has a claim file and insurance problems with it (in fact, his phone # on file is not connected), and they said they sent him a letter. Did he file a claim within the PA recently, and what I can expect from this document?

In all States, you must immediately inform your insurer for the loss. No matter who is to blame. If you have not contacted your own insurance, you do so.
