Is there a car insurance companies that pay a deductible if the accident is not your fault?

I know they will usually give you a refund as the company will ensure effective pther fault, but my insurance company for their records to the other party admitted fault, and it is in the DMV but they make me pay a front-deductible . If the insurance does not pay to me if the other party is clearly to blame?
