Payment of insurance benefits pilot for an accident or the owner of the car?

I was in a car accident (no fault). I recently received a report the police report. The report was the owner of the car list, not the driver. There was no information on the insurance contract, so I called the owner of the car with the info I got to report from the police and asked for his insurance info. She said her brother was driving the car and she would call his lawyer and who should I contact the insurance company. Is she responsible for insuring it? So what if she refuses to pay for damages? Can I communicate with my lawyer and sue?

The vehicle owner is ultimately responsible for whether it sought damages from her brother, she probably has a good argument against him, but is primarily responsible for the payment of your damage. If they pay their insurance, or use out of pocket again chooses his claim as long as they are compensated quickly and fairly for your damages.

It is for people not to consult a lawyer and it would be the same, if not prudent to do a fair solution provided unusual.
