What’s the penalty in PA for auto insurance claim fraud (more details)?

My friend was caught with claim fraud…he stated on the claim someone hit him while he was in the store and came out the store to find his car was hit when he actually backed into a tree on some street and damaged his bumper. The insurance investigators looked into surveillance and found that his car was never at the store at the time…yes he’s an idiot for that and don’t know why he made something like that up instead of telling the truth….so what would the penalty look like?
